Abstract:

Municipal corporations in Haryana are grappling with rapid urbanization, population growth, and economic expansion, making sustainable development a key priority. Sustainable development aims to strike a balance between economic progress, social equity, and environmental protection, while ensuring that the needs of future generations are not compromised. As primary institutions of urban local governance, municipal corporations are responsible for delivering essential services, managing urban infrastructure, promoting environmental sustainability, and enhancing the overall quality of life. However, they face numerous challenges in achieving these goals. Financial constraints, political interference, a lack of administrative autonomy, weak technical and human resource capacities, and limited citizen participation hinder effective governance. Environmental issues such as waste management, pollution, water scarcity, and the loss of green spaces further complicate sustainable urban development. Leadership shortcomings—including limited strategic planning, poor coordination, and ineffective policy implementation—diminish the operational efficiency of municipal administrations and delay development outcomes. Addressing these challenges requires improved financial management, transparent and accountable governance, capacity-building programs for municipal officials, the adoption of modern technologies, and greater community participation in decision-making processes. This study examines the key barriers to sustainable development in Haryana's municipal corporations and highlights practical strategies to enhance leadership, strengthen institutional capacity, and foster inclusive, resilient, and environmentally sustainable urban governance.
